The Board is requested to approve Budget Ordinance Amendment No. 18BCC000036 to recognize increased funding in the amount of $485,633 for the SFY2013 Medicaid Cost Settlement Payback with the funding source being the recognition of a portion of Medicaid Cost Settlement funds received in current fiscal year 2018 above what was originally budgeted.
As a result of changes in rules governing the Medicaid Cost Settlement process, Durham County Department of Public Health is required to pay back $485,633. The initial SFY2013 cost settlement received was based on old settlement rules which have now changed following a lawsuit which the Division of Medical Assistance (DMA) prevailed over local health departments. SFY2013 is the only period where an overpayment is applicable because DMA began applying the new settlement rules prior to cost settlement payments being made beginning in SFY 2014.
The Board of Health has approved this amendment.
