The Board is requested to approve Budget Ordinance Amendment No. 21BCC000048 recognizing $10,000 from the COVID-19 Relief Grant to the Durham County Solid Waste Division. The COVID-19 Relief Grant, made available by the North Carolina Department of Environmental Quality, provides funding to local governments to support residential recycling programs that have been impacted by the COVID-19 pandemic.

The County will use the money to purchase additional Personal Protective Equipment (PPE) for Staff, update signs and brochures to include Covid-19 related changes, and purchase a limited number of small recycling bins to encourage participation in the "glass on the side" recycling program. The optional "glass on the side" program was implemented to help reduce the overall costs of commingled recycling, thereby reducing the solid waste fee increase in the time of the pandemic. The County will provide a $2,000 cash match which will be funded from Solid Waste operational budget.

Alignment with Strategic Plan: Durham County Government is responsible for properly managing and disposing of the solid waste and recyclable materials generated by residents in the unincorporated areas of Durham County and disposed of at its four solid waste convenience sites. These responsibilities align with Strategic Plan Goal 4: Environmental Stewardship and Goal 5: Accountable, Efficient and Visionary Government.
