The Board is requested to approve Budget Ordinance Amendment No.21BCC0000085 recognizing $192,290 of Help America Vote Act (HAVA) funds made available for eligible reimbursable expenses per the North Carolina State Board of Elections and Session Law 2020-17 enacted by the General Assembly. Expenses eligible for reimbursement from this funding are those incurred to improve the administration of federal elections and to offset costs incurred to prevent, prepare for, and respond to the coronavirus pandemic during the 2020 federal elections, as authorized under HAVA Title I, Section 101. All expenses requested for reimbursement will be tracked consistent with federal, state, and county guidelines. Reimbursement requests against this subgrant may be made until June 30, 2021.
At the August 10, 2020 regular session, the County Board of Commissioners were provided with a summary of this reimbursement program along with the Board of Elections expectation to request a budget amendment ordinance to recognize these funds, once finalized, at a later date.

County Manager’s Recommendation: The County Manager recommends that the Board approve Budget Ordinance Amendment No.21BCC0000085 recognizing $192,290 of reimbursement funds made available by the North Carolina State Board of Elections as authorized by Session Law 2020-17, enacted by the General Assembly.
