The Board is requested to approve Budget Ordinance Amendment No. 21BCC000083 appropriating $187,106.00 of the Register of Deeds Automation Restricted Funds fund balance to execute the Previously approved Contract with Tyler Technologies for the purchase of Software (Eagle System) for the Durham County Register of Deeds office. This contract will allow the office of the Register of Deeds to perform their statutory duties using the software available from Tyler Technologies. The contract has been reviewed by the County IS&T department along with our legal department and purchasing and have been approved in form.

The contract with Tyler Technologies will be approved concurrently with this budget amendment. during the March 8, 2021 Board meeting. Due to delays related to the cyber-attack and Covid-19, this contract process was delayed, and funds were not encumbered. Additional funds are requested in order to complete the encumbering of the funds necessary to proceed with this project.

This project will be funded through the Register of Deeds Automation Enhancement and Preservation Fund, which by State Statute set aside funds annually from customer fees, to be used for computer or imaging technology and needs associated with preserving and storing public records in the Register of Deeds' office.
