Durham County is entering into an Interlocal Agreement with the City of Durham in the establishment of the Emergency Rental Assistance Program, which provides emergency rental and utility assistance for Durham County residents. The board is requested to approve budget ordinance amendment no. 21BCC000089 to recognize $8,214,809 in funding from the City of Durham and for Durham County to enter into an interlocal agreement with the City of Durham to administer the Emergency Rental Assistance Program to provide emergency rental and utility assistance to City of Durham and Durham County residents.

The City and County will work together to administer the $1,244,759.40 County Grant and $8.4M City Grant. Note that 10% administration funds are allowable. In addition, the City and County will partner to:
* Developing program guidelines
* Building networks of support and outreach
* Development of expanded IT platform

Alignment with Strategic Plan: Goal 2: Health and Well-being for All which decrease health disparities within the community and Goal 3: Safe and Secure Community to improve outcomes for vulnerable, children, youth, and adults.
