The Board is requested to authorize the County Manager to enter into a contract with W/Architecture for architectural and engineering services for the renovation of the Justice Services Center. Funding used to support this project is available in the County Building Envelope Upgrade Capital Project (4190DC078).
The Justice Services Center is an historic building built in 1914, the building still has many of the existing features that were installed at that time. Steel frame windows are original to the facility and have had the original single pane glass replaced with double pane units. The steel frames as installed were not designed to accept double pane window glass. These units have failed in multiple areas causing water intrusion into the facility. The steel frames have corroded over time and are no longer viable for repairs. Masonry, brick and stucco have cracks, spauling and are in need of tuck pointing. These issues have also allowed for water intrusion, camel back copings are cracked and missing pieces that contribute to water getting into the facility.
For the project described above, W/Architecture will be responsible for design drawings, administrative duties, site visits and coordination meetings. W/Architecture is a certified Historically Underutilized Business (HUB) and certified Small Local Business Enterprise (SLBE) with the City of Durham
Alignment with Strategic Plan: This project aligns with Goal 5 and continues the Counties policy of providing facilities that support the needs of the community.
