Agenda Text
The Board is requested to approve two Interlocal Cooperation Agreements with Durham Public Schools to use American Rescue Plan Act (ARPA) funds to support school capital, instructional, and operational expenses at schools that are eligible for and receive funding from the Federal Title I, Part A grant program.
The first proposed Interlocal Agreement would subgrant $6,000,000 of the County's total ARPA allocation to Durham Public Schools to support various eligible capital improvement projects, including projects to address or improve heating, ventilation, and air condition (HVAC) systems, school safety, and other maintenance and renovation projects necessary to provide the needed learning environment for student success.
The second proposed Interlocal Agreement would subgrant $1,400,000 of the County's total ARPA allocation to Durham Public Schools to support instructional and other operational expenses currently supported by other local allocations at schools that are eligible for and receiving funding from the Federal Title I, Part A grant program. Under the Interlocal Agreement, DPS would then utilize the previously budgeted local allocations to support Pre-Kindergarten expenses at Murray-Massenburg Elementary School.
As with all ARPA funding received by the County, the funding must be encumbered by 2024, and all invoices must be paid by 2026.
