Request for Board Action:
Agenda Text
The Board is requested to approve Budget Ordinance Amendment No.26BCC004 transferring $130,000 from the Public Safety Functional Area: Justice Service Department to the Human Services Functional Area: Community Intervention Support Service Department. This reallocation aligns with Durham County Juvenile Crime Prevention Council (JCPC) Local Funding Plan Recommendation for FY 2025-2026. This is an administrative transfer only and does not require additional county dollars.

At its scheduled meeting on April 23, 2025, with a quorum present, the Juvenile Crime Prevention Council (JCPC) voted to recommend the attached local funding plan for the allocation of $701,101 in state funds from the North Carolina Department of Public Safety. These funds are expected to be included in the State's FY 2025-2026 budget and distributed to Durham County through the Department's Division of Juvenile Justice. Allocation is determined by a formula based on county size and youth population.

Community Intervention Support Services (CISS) department is a recipient of state funding allocated by the North Carolina Department of Public Safety to the Justice Services Department. Since CISS operates as a separate county department and is not housed within the same functional area as the Justice Services Department, a budget ordinance is required to transfer the funds accordingly
