The Board is asked to approve minor revisions to the County's adopted Strategic Plan, DCo Forward 2029. These changes strengthen alignment with community priorities and reflect the County reorganization completed in July 2025, ensuring clear accountability and oversight for all strategic objectives and initiatives. These changes will allow for improved tracking of progress towards accomplishment of the plan's goals and strengthened accountability for departments responsible for accomplishing specific objectives and initiatives.
The minor revisions will result in improved progress tracking toward the plan's goals and strengthen accountability among departments responsible for specific objectives and initiatives. The seven Focus Areas remain unchanged, while the number of objectives has been streamlined from 22 to 19, reflecting organizational changes and gains in operational efficiency. The FY 2026/27 budget process produced more robust performance measure accounting and refined department workplan scopes. The agenda item includes a supplemental item previously shared with the BOCC during the May 19, 2026, budget work session. The Recommended Companion Performance Document reflects additional context on how the changes will improve performance data and alignment.
Further review of the strategic plan will occur during development of the FY 2027/28 operating and capital budgets.
Alignment With Strategic Plan: The process of updating the DCo Forward 2029 Strategic Plan aligns with Focus Area 7: High Performing Organization, and is essential for successful accomplishment of HP3 (Create and maintain a culture where decisions are informed by data), and HP4 (Develop and public content to show the public how County services are performing).
