The Board is requested to approve Capital Project Amendment No.26CPA025, appropriating $5.6M in ERP Software Implementation Funding for the new ERP Software Implementation Capital Project (4200191DC148), as well as enter into a contract with DRT Solutions for the purchase of Oracle software in the amount of $5,189,321. The variance supports contingency funds needed for project implementation.

The project is included in the Capital Improvement Plan (CIP), with bank financing to occur to support the project expense. During the March 9, 2026, meeting, the Board approved staff to move forward with contract negotiations to support the contract award to DRT Solutions, LLC. Durham County Government’s current ERP system, implemented in 2005, supports core organizational functions including human capital management, financial management, and budgeting. Technical support for the existing SAP platform will end in 2027, after which continued support will require additional costs. Additionally, dual systems will need to operate concurrently during the ERP implementation period.
In 2025, the County issued a competitive Request for Proposals (RFP) for a new ERP solution. Nine responses were received, representing multiple resellers and deployment options (e.g., SAP Public Cloud and Private Cloud). Six vendors advanced through the initial evaluation phase, and three finalists were invited to participate in comprehensive, on-site demonstrations lasting three to four days each. Final evaluations incorporated written RFP scoring, demonstration validation, and reference checks with peer jurisdictions.
Next steps will include issuing a competitive RFP to select an implementation partner. The RFP will be issued in June 2026, with a goal to select the implementation partner by September 2026. The phased implementation will occur over approximately 36-48 months and is budgeted in the county’s CIP.
Alignment with Strategic Plan: This project aligns with the Financial Stewardship goal, which focuses on effectively collecting, allocating, and managing resources to support high-quality service delivery. The new ERP system will enhance operational efficiency and address the need to replace the County’s aging legacy platform.
