The Board will receive an update from Tax Administrator Keyar Doyle regarding the 2025 Revaluation process and upcoming steps.

 

State law requires each jurisdiction to conduct a property reappraisal at least once every eight years. Durham County's previous reappraisal was effective January 1, 2019. Between 2019 and 2025, Durham's median home sale price increased dramatically from $240,000 to as high as $445,000 in early 2023. The county experienced an average property value increase of 72%, with some properties seeing increases exceeding 200%. Given these significant market changes identified through ongoing analysis by the Department of Tax Administration, extensive preparation and communication with property owners were essential. New assessed values were mailed to residents, and the Department of Tax Administration has been actively processing appeals submitted by the June 16th deadline. The Board of Equalization & Review conducts weekly hearings to address more than 10,000 appeals received.

Property owners who missed the June 16th deadline retain the right to submit untimely appeals, though the Board of Equalization & Review has discretionary authority to accept or decline these submissions.

 

Property owners who successfully appealed their assessed values but received tax bills showing unadjusted amounts should not be concerned. Tax bills were generated and processed 30 days before property owners received their appeal notifications. All value adjustments made by the Department of Tax Administration must be reviewed by the Board of Equalization & Review, including accepted values. Due to the volume of appeals and scheduled hearings, this process may take up to 60 days.

 

Property owners who have received new values from the Board of Equalization & Review can calculate their tax liability and make payments during the billing cycles beginning September 1st and January 1st. Property owners should not wait until the delinquency period, which begins January 6, 2026.
