The Board is requested to approve Capital Project Amendment No.25CPA00008 appropriating $307,428 of ARPA Funding and $115,000 of budgeted Debt Service Funding to the PAYGO Fund to support the new JSD Transition House Renovation Capital Project (4370DC001) with a total project budget of $422,428, as well as authorize the County Manager to execute a contract for architectural design services with RND Architects, PA, in the amount of $308,670 plus reimbursables and contingency fees of $27,948 for a total not-to-exceed $336,618. The additional $85,000 is needed to cover third-party contracts for surveying and potential hazardous substance remediation.

The request for qualifications (RFQ No.24-052) for the Architectural Design & Engineering Services for the Durham County Justice Services Department Transition House was advertised on June 9, 2024, and one response was received by the July 9, 2024 deadline. The response was reviewed by representatives from Engineering, Justice Services, and the County Manager’s Office. RND Architects, PA, was selected as the appropriate firm for this project.
The project includes the development of design and construction documentation for renovating the County’s Transition House located on Club Boulevard. The Transition House is a 1963-built single family home that has seen multiple retrofits throughout the years to comply with commercial building codes, however, it has reached the end of its effective lifespan. The structure is in need of major renovations to meet current programmatic, accessibility, and energy requirements and goals. The renovation will improve efficiency, privacy and accessibility, and increase the Justice Service Department’s ability to serve the Community through the addition of a small bedroom with a kitchenette and separate entrance for residents who need additional or longer-term support as they transition to fully independent living.
