The Board is requested to approve Capital Project Amendment No.27CPA012 and Budget Ordinance Amendment No.27BCC023 appropriating $1,000,000 in Unrestricted Opioid Funds and transferring to a new Unrestricted Opioid PayGo Fund to support the purchase of a new Durham County Transition House (Capital Project 4370DC001) and authorize the Manager to execute documents to effectuate the purchase pending final approval by the County Attorney’s Office. This amendment would also reduce the project by $739,041 in PAYGO funding and transfer the PAYGO funding back to the Debt Service Fund to support future Durham County initiatives.

After studies showing that renovating the current Durham County Transition House would be cost-prohibitive, the County was approached by a local supportive housing non-profit offering a property they had used for transitional housing on Holloway Street to the County. This action would approve the purchase of that seven-bedroom house at the appraised value of $770,000.00, along with closing costs and a contingency for repairs or necessary improvements that are found during a home inspection and other property investigations.
The Justice Servies Department will use existing opioid settlement funding for this purchase, closing costs, and any necessary repairs. No additional County funding is needed.

County Manager’s Recommendation: The County Manager recommends that the Board approve Capital Project Amendment No.27CPA012 and Budget Ordinance Amendment No.27BCC023 appropriating $1,000,000 in Unrestricted Opioid Funds and transferring to a new Unrestricted Opioid PayGo Fund to support the purchase of a new Durham County Transition House (Capital Project 4370DC001) and authorize the Manager to execute documents to effectuate the purchase pending final approval by the County Attorney’s Office.
