The Board is requested to approve Capital Project Amendment No. 25CPA00006 transferring $6,800,568.99 of available Debt Service Fund dollars to the PAYGO Fund to increase the total project budget of the Multi-Department Radio and Tower Capital Project (4330DC005) by $6,189,247.08, and approve an $7,740,324.20 contract with Motorola Solutions, Inc. to upgrade, replace and install public safety radio equipment for the Durham County Sheriff’s Office, Durham County Office of Emergency Services, and Durham County Public Health. The Board is also requested to create a new capital project with funding ($317,834.30) to support Durham Public Schools radio communications, and to create a new capital project with funding ($293,487.61) to support Durham Technical Community College’s radio communications.

North Carolina General Statute 143-129(e) (9) allows local governments to be exempted from competitive bidding requirements in lieu of purchasing furnishings/equipment through NC State Contract. This provides Durham County with the deepest discount possible for purchases under the respective purchasing programs. Purchases under this request will be made in accordance with the NC Department of Administration (DOA) Statewide Term Contract 725-G (see 725-G attachment).
Funding from the Debt Service Fund that was planned for annual debt service will not be needed in FY 2024-25 and is therefore freed up to support funding for the above project. This is not new funding, nor is it considered long term debt. The County will essentially be paying for the project increase with County cash.

County Manager’s Recommendation: The County Manager recommends that the Board approve Capital Project Amendment No. 25CPA00006 transferring $6,800,568.99 of available Debt Service Fund dollars to the PAYGO Fund to increase the Multi-Department Radio and Tower Capital Project (DC005) by $6,189,24708, and approve a $7,740,324.20 contract with Motorola Solutions, Inc. to upgrade, replace and install public safety radio equipment for the Durham County Sheriff’s Office, Durham County Office of Emergency Services, and Durham County Public Health, and to create a new capital project with funding ($317,834.30) to support Durham Public Schools radio communications, and to create a new capital project with funding ($293,487.61) to support Durham Technical Community College’s radio communications.
