The Board is requested to approve a contract with Alliance Health (Alliance) in the amount not to exceed $6,173,542 to support the provision and management of mental health, developmental disabilities, and substance use services (MH/DD/SUS) for residents of Durham County.
SERVICES: Alliance shall manage the delivery of high quality, cost-effective MH/DD/SUS services to Durham County residents. These services will be provided when other first or third-party payor sources such as Medicaid, Medicare, private pay, insurance, or grant funding are unavailable, denied, exhausted, or when State funding is not allocated by Alliance. Alliance will provide quarterly reports disaggregated by age, gender, race, and ethnicity. These reports will detail service utilization and outcomes resulting from the County’s Annual Allocation and will be incorporated into the County’s performance measures reporting system.
ANNUAL ALLOCATION: Pursuant to N.C.G.S. 122C-115, the County agrees to allocate and pay Alliance $4,503,802, referred to as the Annual Allocation. Alliance may use up to 2% of the Annual Allocation actually expended for services, or 2% of total service dollars during the fiscal year, to cover administrative costs related to fulfilling the terms of this Agreement. The remaining funds shall be used exclusively to provide MH/DD/SUS services to eligible Durham County residents served by Alliance.
EXPANSION INVESTMENTS: The County agrees to allocate and pay Alliance $1,669,740, referred to as the Expansion Allocation. Alliance may use up to 2% of the Expansion Allocation actually expended for services during the fiscal year to cover administrative costs associated with implementing the expansion initiatives. The expansion efforts will support the following service areas:
• Peer Support in the amount of $40,000
• Integrated Care in the amount of $100,000
• School Based Mental Health in the amount of $700,000
• SOAR Workers in the amount of $28,000
• El Futuro Support in the amount of $769,000
• Administrative Costs in the amount of $32,740
