The Board is requested to authorize the County Manager to enter into contract with PMC Commercial Interiors, Inc. for the purchase of administrative office and miscellaneous furnishings from the NC State Contract (5610A-Furniture) and/or Omnia Partners buying programs to furnish the new Sheriff’s Training Facility. The total contract authorization will be in the amount not to exceed $134,600, which includes a 10% owner’s contingency at $12,242.09.
G.S. 143-129(e) allows local governments to be exempted from competitive bidding requirements in lieu of purchasing furnishings/equipment through group purchasing programs. This provides Durham County with the deepest discount possible for purchases under the respective purchasing programs. Purchases under this request will be made in accordance with the NC Department of Administration (DOA) Statewide Term Contract 5610A-Furniture and Omnia Partners collaborative buying agreement (see attachments).
Construction of the New Sheriff’s Training Facility is currently underway and is scheduled for substantial completion in November 2026, with anticipated occupancy by staff the following month. This will require all furniture installations to be in place prior to occupancy by staff. The Sheriff’s Office and Engineering Departments have collaborated with RND Architects and agree with their recommendation that the County proceed with the procurement of the items referenced in the attached proposal.
Funding for this purchase is available in the Sheriff’s Training Facility project account.
Alignment with Strategic Plan: This aligns with the Strategic Plan Goal - Sustainable Infrastructure and Environment - through the improvement of an existing facility while repurposing land that is the site of a closed landfill and by providing consolidated Basic Law Enforcement Training (BLET) services into one facility, providing more efficient training/service delivery.

County Manager’s Recommendation: The County Manager recommends that the Board authorize the County Manager to enter into contract with PMC Commercial Interiors, Inc. for administrative office and miscellaneous furnishings from the NC State Contract (5610A-Furniture) and/or Omnia Partners buying programs in a total amount not to exceed $134,600 for the new Sheriff’s Training Facility.
