The Board is requested to approve Capital Project Amendment No.27CPA003 and Budget Ordinance Amendment No.27BCC003 reducing the Durham County Sheriff’s Office Completed Detention Center Food Doors Capital Project (4310DC094) by $561,725.00 and the Completed Sheriff IT Server Room Capital Project (4310DC095) by $371,739.49, transferring a total of $933,464.49 to the Sheriff’s Office Operating Budget, as well as appropriating $142,587.23 in PAYGO funding to the Sheriff’s Office Operating Budget for a total of $1,076,051.72 to support the first year of a five-year contract with Tritech Software Systems, a CentralSquare Technologies Company (CentralSquare Technology) and upgraded computer-aid dispatch and report management systems; and authorize the County Manager to execute subsequent renewals, not to exceed $2,835,557.06.
This request will upgrade our current on-premises CAD system to a more secure, cost effective, and flexible cloud-based solution. Moving CAD to the cloud will provide our communicators and deputies with a more reliable system. In the event of extreme weather or a catastrophic incident that prevents the need for staff to respond to physical locations, communicators will have the ability to work remotely using a secure vendor-provided connection. This upgrade also enhances cybersecurity protections for the system, which is critical as attacks on CAD servers continue to increase. Transitioning to the cloud will reduce the Sheriff's Office overhead costs associated with hardware, power, and cooling. System maintenance and security responsibilities will shift to the cloud provider, further lowering operational expenses. Additionally, the cloud-based system will reduce capital investment requirements and provide the flexibility needed as the Sheriff's Office footprint continues to grow.
