Agenda Text
The Board is requested to authorize the County Manager to execute a service contract with Express Employment Services to provide skilled temporary labor for filling a second 11-month temporary assignment for the Public Arts Coordinator within Engineering Project Management in the amount of $100,800.00 (see Attachment 1, Page 1).
County Engineering has elected to execute a second contract for the contract employee, sourced through Express Employment Services, to perform contract services on behalf of the County as the Public Arts Coordinator. The initial contract term was from September 25, 2023 to August 31, 2024. This new contract will begin September 5, 2024 with another 11 month term. The position will continue to perform duties associated with the administration of the Public Arts program including solicitation of artists for various projects, attending DCAB and PAC meetings, selecting artist(s) and providing overall project management of County Public Art projects under the direction of Engineering Project Management. The decision to engage in a second contract with the contract employee is based on their work performance completing multiple projects including museum grade signage at the Taurus and Purple STEAM sculptures, murals within the 115 N. Queen St. Deck (300 E. Main St. Redevelopment), Innovation Lab in Administration II, Youth Home Lobby and multiple others in the design/approval process (See attachment 2, Pages 1-11).
This aligns with the adoption of the Public Arts Policy adopted by the BOCC in October 2019 establishing a 1% set aside for Public Art project on various Capital Improvement projects. The contract’s duration is for an eleven (11) month period with a maximum of 37.5 hours a week. Funding for this contract was approved in the FY 23-24 Operating Budget and is available in the Engineering budget’s Public Art Fund to cover this expense, which has been reviewed and approved by County Human Resources.
Alignment with Strategic Plan: This project is in accordance with Strategic Plan Goal 4 - Environmental Stewardship and Community Prosperity allowing adherence to the previously adopted Public Art Policy.
Resource Persons: Peri Manns, ASLA, LEED GA, Deputy Director; Brenda Hayes-Bright, Assoc. AIA, CDT, MPM, Project Manager; Jay Gibson, P.E., Director, Engineering and Environmental Services; Julio Delgado, Assistant County Manager
