The Board is hereby requested to award three public art contracts and authorize the County Manager to enter into contracts with artists, Lacey Crime, Jhonatton and Samantha Arango (Anon Art), Mayanthi Jayawardena, for Public Art murals to be located at 500 E Main Street Parking Deck located at E. Main Street, Durham NC 27701 for $143,828.00 plus 10% owners’ contingencies in the amount of $14,382.80, not to exceed $158,210.80. (See attachment 1, Pages 1- 16)
1) Lacey Crime: $55,000.00
(fabrication and installation of the Public Art in the stairwells)
2) Jhonatton and Samantha Arango (Anon Art): $56,428.00
(fabrication and installation of the Public Art at the Community Mural Project)
3) Mayanthi Jayawardena: $32,400.00
(Bike Park center)
Public Art Subtotal: $143,828.00
Contingencies@10%: $14,382.80

The (RFQ) for Public Art was advertised and posted on the CAFÉ (Call for Entry) website on January 29, 2024. One hundred and sixty-four applications were received on March 1, 2024. An Art Review Committee comprised members from Engineering, Architects, City of Durham, and Community organizations to review the online applications. The review committee reviewed responses and brought forward the top twelve applicants. The three artists were selected as the Artists for the 500 E Main Street Public Art. The committee agreed to enter into a contract for the Public Art design based on the body of work highlighted during the evaluation and interview process. For M/WBE participation information (See Attachment 2, Page 1).
The current concepts were presented to the review committee. The purpose of this contract is for the actual Design/installation of the Public Art murals for the project. It is recommended that the County proceed with the installation of the Public Art for $158,210.80 for the 500 E. Main Parking Deck. Funding for these services is available in the 500 E. Main Street Downtown Parking Deck Capital Project account.
Alignment with Strategic Plan: This aligns with Goal 4 - Environmental Stewardship - through the improvement of the built environment.

County Manager’s Recommendation: The County Manager Recommends that the Board authorize the County Manager to enter into contracts with artists, Lacey Crime, Jhonatton and Samantha Arango (Anon Art), Mayanthi Jayawardena, for Public Art murals to be located at 500 E Main Street parking deck located at E. Main Street, Durham NC 27701 for $143,828.00 plus 10% owners’ contingencies amount of $14,382.80, not to exceed $158,210.80.
