The Board is requested to authorize the County Manager to execute a contract amendment in the amount of $346,260 for a total revised contract amount not to exceed $5,322,951.50 for additional construction administration services related to the Durham County Emergency Operations Center project.
The additional cost covers 10 months of supplementary construction administration services from O’Brien Atkins due to the required phasing of construction activities. Originally, O’Brien Atkins Associates had anticipated an 18-month construction duration. However, sequencing of construction activities requires a two-phase delivery totaling approximately twenty-eight (28) months of construction (see Exhibit-A).
The schedule comprises:
• Phase I (20-Months), Construction from Notice to Proceed through Phase I Substantial Completion;
• an Owner move-in period of approximately 1 month; and
• Phase II (7-months), demolition of the existing facility and the associated site and parking construction through Phase II Completion.
Funding for this amendment is available within the Durham County Emergency Operations Center project account.
Alignment with Strategic Plan: Safe and Resilient Community: Supporting the Emergency Operations Center, Backup 911, & Sheriff’s Backup Call Center is a key factor in strengthening emergency response and prevention systems throughout the County.

County Manager’s Recommendation: The County Manager recommends that the Board authorize the County Manager to execute a contract amendment in the amount of $346,260 for a total revised contract amount not to exceed $5,322,951.50 for additional construction administration services related to the Durham County Emergency Operations Center project.
