The Board is requested to approve Capital Project Amendment No.26CPA025, appropriating $5.6M in ERP Software Implementation Funding for the new ERP Software Implementation Capital Project (4200191DC148), as well as enter into a contract with DRT Solutions for the purchase of Oracle software in the amount of $5,189,321. The variance supports contingency funds needed for project implementation.

The project is included in the Capital Improvement Plan (CIP), with bank financing to occur to support the project expense. During the March 9, 2026, meeting, the Board approved staff to move forward with contract negotiations to support the contract award to DRT Solutions, LLC. Durham County Government's current ERP system, implemented in 2005, supports core organizational functions including human capital management, financial management, and budgeting. Technical support for the existing SAP platform will end in 2027, after which continued support will require additional costs. Additionally, dual systems will need to operate concurrently during the ERP implementation period.
