The Board is requested to approve Capital Project Amendment No.25CPA026 reducing the Detention Center Cell Window Replacement Capital Project (4190DC084) by $500,000 and increasing the Ongoing Facilities Systems Upgrades Project (4190DC087) by $500,000 to cover unanticipated equipment replacement costs.

The Durham County Detention Center fire pump is currently non-functional and needs to be replaced. The Sheriff's staff must conduct round-the-clock fire watch on the building because it does not have a functioning sprinkler system. This condition is a life safety issue for the inmates and staff working at the building. The estimated cost of this project is $300,000.

Also, a bypass line and valves on the domestic water line servicing the Detention Center must be installed. Currently, if the main backflow goes down, there will be no water service to the building. This bypass will allow water service to the building if and when the backflow needs to be repaired. This is a necessary redundancy for a facility that must operate 24-7. The estimated cost of this project is $175,000.

Both projects fall within our Scope for the Ongoing Facilities Systems Upgrades. The Detention Center Window Replacement project's construction cost was well below the estimated project construction cost. This leaves a surplus that can be u...
