The Board is requested to conduct a Public Hearing to receive comments on the Utilities Division's Engineering Report/Environment Information Document (ER/EID) for the Chin Page Road Lift Station, Force Main and Gravity Main project.

A new Chin Page Road Lift Station and associated piping has been recommended to increase sewer capacity in the Northeast Creek basin, which consists of the majority of Research Triangle Park (RTP) and surrounding areas. The current sewer infrastructure in this basin does not have sufficient capacity for proposed development, re-development, and future flows anticipated from the recently adopted Durham City-County Comprehensive Plan.

The project entails construction of a 10.2 million gallon per day (MGD) lift station, approximately 1,000 feet of 30-inch gravity sewer influent to the lift station, 500 feet of 24-inch force main, and roughly 4,000 feet of 30-inch gravity mains.

The project is being funded in part by DWI via a Clean Water State Revolving Fund loan in the amount of $19,298,025. The loan will be repaid over a twenty (20) year period at a maximum interest rate of 1.16%. Additionally, the Board approved appropriating $1,875,250 of Sewer Utility Enterprise Fund Fund Balance for pre-construction services at $1,400,000, plus $385,961 for the Clean Water State Revolving Fund loan fee, plus $89,289 for Contingency.

Durham County issued a call for public comments from August 20, 2024, to September 9, 2024. Durham County Utilities and CDM-Smith will review all comments received through the public comment period and through the public hearing to prepare them for DWI analysis.
