The Board is requested to adopt a resolution supporting state funding for the Supplemental Nutrition Assistance Program (SNAP).
The recent passage of H.R.1, or the One Big Beautiful Bill Act of 2025, introduced numerous changes to the Supplemental Nutrition Assistance Program (SNAP). One significant provision in H.R.1 is the shift of some SNAP benefit costs to the states for the first time in program history. The North Carolina Department of Health and Human Services estimates that this change will cost the state $420 million each year beginning in FY 2027-2028. If the state chooses not to appropriate this funding, SNAP would be eliminated, which would result in devastating food security and economic consequences for Durham and other North Carolina communities. This resolution calls for the North Carolina General Assembly to appropriate the necessary funding in the state budget to continue the SNAP program.

County Manager’s Recommendation: The County Manager recommends that the Board adopt this resolution supporting state funding for the Supplemental Nutrition Assistance Program (SNAP).
