The Board of County Commissioners is requested to authorize the County Manager to execute a contract and any additional contract addendums with Spartan Fire and Emergency Apparatus in the amount not to exceed $ 2,494,682.00 to purchase six (6) Braun Chief XL Select ambulances for the Office of Emergency Services. These ambulances will replace five (5) aging ambulances and add an additional new ambulance within the OES-EMS Fleet for a total of six (6) ambulances, as approved in the FY2026-2027 Fiscal Year budget.
In FY27, the Board of County Commissioners approved a total of $3,009,648 to purchase six ambulances in accordance with the County's vehicle replacement policy, enhancing both the safety and sustainability of the emergency response fleet. The acquisition, completed through the SAVVIK Cooperative Agreement with Spartan Fire and Emergency Apparatus, reflects a per-unit cost of $415,682.00. This pricing includes Braun's idle-mitigation system and the full EMS graphics package, reducing the need for aftermarket upfitting, lowering associated costs, and expediting the timeline for placing the new ambulances into service.
G.S. 143-129(e) allows local governments to be exempted from the competitive bidding requirements and purchase furnishings/equipment through group purchasing programs
