The Board is requested to authorize the County manager to Approve Capital Project Amendment No.27CPA004 Appropriating $388,191.84 of Collection System Rehabilitation Fund fund balance increasing the Utilities Administration Building Capital Project (7100SE057), and authorize an amendment for the pre-construction contract with Metcon to include the additional services for the Utilities Administration building project located at 451 TW Alexander Drive, Durham, NC 27713. This amendment increases the overall cost for pre-construction services including reimbursables expenses by $388,191.84 to a total amount not-to-exceed $581,031.84. (See Attachment 1, Page 1).

On July 14, 2021, a preconstruction contract in the amount of $149,500 was awarded to Metcon for pre-construction services. On April 13, 2023, a preconstruction contract amendment in the amount of $43,240 included pre-construction updates for the current design to meet 20-year programmatic projections as the previous design program was compiled in 2019. Changes in the operation of the Triangle wastewater treatment plant (TWWTP), growth in RTP and other factors are driving the evolution of the design.
