The Board is requested to approve an amendment to the FY27 Durham Transit Work Program (Work Program).
As part of the appropriations process for the Durham County Transit Plan, an Annual Work Program is developed to outline the budget for the upcoming fiscal year. The Transit Governance Interlocal Agreement (ILA) establishes the process for developing and approving this budget, requiring formal approval by both the Durham Board of County Commissioners (BOCC) and the GoTriangle Board of Trustees.
At its meeting held on August 19, 2026, the Staff Working Group (SWG) recommended approval of an amendment to the Work Program. The BOCC is requested to adopt this amendment.
If approved, the proposed amendments would result in a net zero impact on the adopted Multi-Year Operating Plan (MYOP), which is programmed through FY40. GoTriangle plans to fund the increased costs for Route 800 and Route DRX through schedule efficiency savings on Route 700 and by deferring the planned Route 400 changes from FY30 to FY37. This amendment updates the MYOP to reflect these adjustments.
Although the amendments are cost neutral overall, they create a small change to the FY27 budget summarized below:
1. Route 700 Improvements - decreases FY27 budget by $219,996
2. Route 800 Improvements - increases FY27 budget by $109,998
The resulting net decrease to the FY27 Work Program is $109,998.
