The Board is requested to approve a contract with Alliance Health (Alliance) in the amount not to exceed $2,364,862 to support the provision and management of mental health, developmental disabilities, and substance use services (MH/DD/SUS) for residents of Durham County.
SERVICES: Alliance shall manage the delivery of high quality, cost-effective MH/DD/SUS services to Durham County residents. These services will be provided when other first or third-party payor sources such as Medicaid, Medicare, private pay, insurance, or grant funding are unavailable, denied, exhausted, or when State funding is not allocated by Alliance. Alliance will provide quarterly reports disaggregated by age, gender, race, and ethnicity. These reports will detail service utilization and outcomes resulting from the County's Annual Allocation and will be incorporated into the County's performance measures reporting system.
ANNUAL ALLOCATION: Pursuant to N.C.G.S. 122C-115, the County agrees to allocate and pay Alliance $2,364,862, referred to as the Annual Allocation. Alliance may use up to 2% of the Annual Allocation actually expended for services, or 2% of total service dollars during the fiscal year, to cover administrative costs related to fulfilling the terms of this Agreement. The remaining funds shall be used exclusively to provide MH/DD/SUS services to eligible Durham County residents served by Alliance.
Funding to support this contract was included in the FY 2026-27 Budget Ordinance approved on June 12, 2026, by the Board of County Commissioners.
