The Board is requested to review and approve the Durham City-County interlocal agreement in the amount of $75,000 to fund the University of Pennsylvania Crime and Justic Lab consulting work on the joint City-County Violence Reduction Plan Framework. Funding is included in FY 2026-27 budget.
The University of Pennsylvania Crime and Justice Lab will support the City and County of Durham through a six-month analysis and planning project to address community violence. This initial planning phase will lay the foundation for a data-driven, partnership-based, city level strategy to reduce non-fatal shootings and homicides in Durham in the near-term and sustain reductions into the long-term. Specifically working with City and County leadership, the Crime and Justice Policy Lab at the University of Pennsylvania (CJP) will conduct a problem analysis of violence in Durham; assess the relative strength of key local capacities to reduce violence and leverage these findings to inform preliminary design of an effective city-level strategy and related management structure.
