The Board is requested to approve execution of a contract with Access Services, Inc. to provide temporary staffing for the Durham County Youth Home (DCYH) in the amount of $275,360.00. The DCYH continues to experience staffing shortages, with a total vacancy rate of 40.1% across all positions. It is expected that adding temporary staff through Access Services will allow the DCYH to further expand services and offerings to its residents and staff.
Due to the high number of vacancies and ongoing recruitment challenges, temporary staffing is necessary to ensure continuity of operations and maintain the safety and wellbeing of youth in our care. Temporary staff will allow the department to:
Ensure adequate coverage for essential shifts while recruitment and onboarding of permanent hires continues.
Reduce overtime strain on existing employees and mitigate burnout and turnover.
Stabilize operations during a period of unusually high vacancies.
Expands program offerings for residents.
Permanent recruitment efforts remain underway; however, temporary staffing is essential to maintain operational stability until these vacancies can be filled. Approval of this contract will ensure coverage and prevent interruptions in critical services.
