The Board is requested to approve the Interlocal Agreement (ILA) and Joint Use Agreement (JUA) with the City of Durham for the new Emergency Operations Center & Backup 911 Call Center Facility located at 2422 Broad Street, Durham, NC; and to authorize the County Manager to execute the agreements pending approval by the County Attorney and City of Durham at their September 21, 2026, Council Meeting.

The total project budget is set at $55,156,315.24. Of this total budget, the County will be responsible for $25,869,253 (46.9%) and the City will be responsible for $29,287,061.43 (53.1%). These figures include the facility design and construction cost as well as the provisioning of furniture, fixtures & equipment, IT, technology and other departmental specific provisioning. Refer to attached exhibit D for the cost sharing methodology based on prior interlocal agreements (attachments #3 & #4).

A separate agenda item is concurrently being proposed to appropriate funding and execute a GMP contract to construct the new facility.

Alignment with Strategic Plan: Safe and Resilient Community: Supporting the Emergency Operations Center, Backup 911, & Sheriff’s Backup Call Center is a key factor in strengthening emergency response and prevention systems throughout the County.
