The irrevocable privilege use of the Stadium’s Practice Field, solely for the purpose of Reunification of Students as part of their incident recovery process for the 2025 - 2026 (August 7, 2025 - June 30, 2026) School Year and all subsequent school academic years. If the incident occurs while there are already contracted functions taking place on the field, alternate locations within the practice field space may be used that do not impede with the ongoing event actions.
Reunification is the process of reunifying the student with their parent/guardian after an incident has occurred at a school. This is a critical aspect of Safety and Security’s mission and takes all students, staff, and parents’ cooperation for it to be successful. Durham Public Schools uses the Standard Reunification Method designed by the “I love You Guys” Foundation <https://iloveuguys.org/> and the method is used by school districts nationwide
Alignment with Strategic Plan: This MOU aligns with DCo Forward 2029 Strategic Plan Objective - Safe & Resilient Community - SR2a: Innovate and Strengthen emergency response and prevention systems.

County Manager’s Recommendation: The County Manager recommends that the Board authorize the County Manager and The Stadium Authority to enter into a irrevocable MOU with DPS - City of Medicine Academy. The County Manager also recommends the Board allow the County Manager to sign off on amendments associated with this irrevocable MOU as necessary to continue the partnership with Durham Public Schools.
