The Board is requested to approve the FY27 Durham Annual Transit Work Program Global Operating and Capital Agreements.
The FY27 Durham Annual Transit Work Program (Work Program) serves as the annual budget for the Durham County Transit Plan. It includes the projected revenues and expenditures, along with a Multi-Year Operating Plan and Multi-Year Capital Improvement Plan. The Work Program was approved by the BOCC on June 8, 2026, and by the GoTriangle Board of Trustees on June 24, 2026.
A Global Agreement is an operating or capital funding agreement covering a logical grouping of capital projects, transit operations or studies. To receive reimbursement for project expenditures identified in the Work Program, Durham County must enter into Global Operating and Capital Agreements (Global Agreements) with GoTriangle, the Administrator of the Triangle Tax District, and Triangle West TPO for projects awarded federal funding.
The Global Agreements will allow the County to request up to $1,408,463 in FY27 for eligible operating and capital expenditures, as well as reimbursement for carryover capital projects.
To qualify for reimbursement, GoTriangle must enter into Global Agreements with Durham County and, when applicable, Triangle West TPO for federally funded projects.
The Global Agreements will allow GoTriangle to request up to $16,785,562 in FY27 for eligible operating and capital expenditures, as well as reimbursement for carryover capital projects
