The Board is requested to authorize the county manager to enter into a services contract with Psychiatric Services and Consultation in the amount of $204,325 to provide mental health services to individuals in the Durham County Detention Facility in FY 2026-27. Funding for this contract is included in Justice Services Department approved FY 2026-27 budget. The Justice Services Department has a team of licensed clinicians that provide mental health services in the Detention Facility. This team does not include a licensed psychiatrist. This contract supports the services provided by a licensed psychiatrist to support the team and to provide a higher level of care. A large part of the psychiatrist's time is spent conducting individual appointments in a clinic setting and prescribing and following up on client medication and overall well-being. As the facility's Mental Health Director, per the jail medical plan, the psychiatrist holds the ultimate responsibility for making clinical decisions concerning the care of mental health clients.
