The Board is requested to approve a contract with Laerdal Medical Corporation in the amount not to exceed $92,130.13 for the purchase of one (1) SimMan Essential Dark simulator, associated accessories, installation, training, and extended warranty services and to authorize the County Manager to sign and execute all contract documents related to the purchase.

Durham County OES-EMS Division is committed to maintaining the highest standards in emergency medical training and patient care. As part of its ongoing equipment replacement cycle, the EMS Division has evaluated simulation platforms to ensure alignment with current clinical training standards and interoperability with systemwide workflows. After a formal market review, the SimMan Essential Dark simulator from Laerdal Medical Corporation is recommended for purchase. This simulator offers comprehensive features, including LLEAP License, SpO2 Probe, keyboard and mouse, consumables, clothing, and a five year extended manufacturer's warranty. The package also includes a laptop for simulation software, a mobile router for simultaneous simulator operation, virtual orientation training, and professional on-site installation by Laerdal Service Engineers.

The simulation equipment will be purchased utilizing existing funding within the EMS Equipment Replacement PAYGO project.

G.S. 143-129(e) allows local governments to be exempted from the competitive bidding requirements and purchase furnishings/equipment through group purchasing programs
