The Board is requested to approve several amendments to the FY27 Durham Annual Transit Work Program.
As part of the appropriations process for the Durham County Transit Plan, an annual Work Program is developed which includes a budget for the upcoming fiscal year. The Transit Governance Interlocal Agreement (ILA) determines the process by which the annual budget is developed and approved and requires approval by the Durham Board of County Commissioners (BOCC) and the GoTriangle Board of Trustees.
The Staff Working Group (SWG) recommended approval of the FY27 Durham Transit Work Program amendments by a vote of 3–1 at its meeting on October 21, 2026. As recommended by the SWG’s motion, two of the amendments were then determined to require a new public comment period and have been deferred to the Q3 amendment cycle. A summary of the recommended amendments and their impacts on the FY27 Work Program is provided below:
Durham Transit Plan Update – Net zero impact on the FY27 Work Program
I-885 Rapid Alternatives Analysis Study – Net zero impact on the FY27 Work Program
NC-54 Bus Lanes Alternatives Analysis – Net zero impact on the FY27 Work Program
GoDurham 2-Year Service Plan – Increases FY27 Work Program by $175,000
