The Board is asked to authorize the County Manager to negotiate and enter into a $350,000 contract with Urban Ministries of Durham (UMD) for them to administer the Homeless Day Shelter and Services Center Pilot Program. On September 3, 2025, the County published a Request for Proposals (RFP), RFP No. 26-012, to solicit applications for an organization to operate a Daytime Shelter and Services Center for unhoused neighbors in Durham County. This RFP required that the Pilot Program provide shelter from the elements for unhoused neighbors during the daytime, opportunities for unsheltered neighbors to complete activities essential to maintaining dignity, and connection to services that can help neighbors exit from homelessness to stable housing. At the time of the closure of the solicitation on September 30, 2025, the County had received 1 eligible proposal that was subsequently evaluated and scored by a review panel using an approved evaluation rubric. Based on the panel's review, it was determined that Urban Ministries of Durham's proposal was responsive to the RFP. As such, Urban Ministries of Durham was recommended as the contractor to administer the Day Shelter and Services Center Pilot Program. Board approval on this item is contingent upon approval from the County Attorney's Office.
