The Board is requested to authorize the County Manager to amend the Contract for Architectural Design Services with O'Brien/Atkins Associates, P.A. of Durham, to provide additional architectural services for Security Modifications to the Durham County Detention Center located at 219 South Mangum Street, Durham, in the amount of $25,950.00 thus totaling a not to exceed amount of $257,338.00 (See Attachment 1, Pages1 & 2.)
Funds for the Architectural Design Services for this project were approved by the BOCC in January 2017. This was a (2) phase project to address issues identified as security concerns within the facility. The first phase of the project was providing a new enclosed area at the staff entrance (rear) of the building, to allow security screening for staff and contractors entering the building. The second phase was relocating the officer's station in each of the (10) direct supervision housing units to eliminate the potential of an officer being approached from the rear, while maintaining an expansive field of view within the unit.
We are requesting a fee increase of $25,950 that includes four additional months of construction administration necessary to accommodate operational logistics, and a small design fee increase to accommodate a request by the Sheriff's Office to install a moveable partition between the Training and Muster rooms for improved operational flexibility (See Attachment 2, Pages 1 & 2.)
