The Board is requested to conduct a public hearing to receive comments on the draft Sewer System Development Fees Analysis performed by WR Martin.

Background:
WR Martin prepared a draft Sewer System Development Fees (SDF) Analysis for Durham County to comply with North Carolina House Bill 436 (HB 436). HB 436 requires that local governments utilize a financial or engineering professional to prepare a written analysis to calculate the SDF. SDF cannot exceed the amount derived from the written analysis. The SDF will replace the existing capital recovery fees. Fees collected will be used for the repair and rehabilitation of existing sewer assets.

Durham County issued a call for public comments from April 6, 2018 to May 28, 2018.

WR Martin will review all comments received through the public comment period and through the public hearing, and finalize the Sewer SDF analysis. Once finalized, the Board of County Commissioners will approve the final document for the SDF rates as part of the Fiscal Year 2019 budget process.

A copy of the draft SDF analysis is attached.

Alignment with Strategic Plan: This item aligns with Goal 4: Environmental Stewardship and Community Prosperity. The Sewer SDF will be used to repair and rehabilitate existing sanitary sewer infrastructure to minimize the potential for negative environmental impacts.
