The Board is requested to authorize the County Manager to amend the Contract for Architectural Design Services with DTW Architects and Planners, Ltd. of Durham to provide additional architectural services for Leadership in Energy and Environmental Design (LEED) certification and additional structural design services for the Durham County Administration Building, located at 200 East Main Street, Durham, in the amount of $65,000, thus totaling a not to exceed amount of $786,000 (See Attachment 1, Pages1 & 2) 

 

LEED certification fees were omitted from the original design proposal due to oversight. This amendment includes design services to achieve LEED certification for the project. LEED Commissioning services are not included in this amendment and will be performed by an independent commissioning agent per LEED guidelines. The additional structural design fee is due to unanticipated correctional work needed on the existing structure.

 

Funds for the Architectural Design Services for this project were approved by the BOCC on February 12, 2018. Minority and Women-Owned Business Enterprises (M/WBE) participation proposed by the project team, including this amendment, is approximately 48.2 percent, significantly exceeding the general County aspirational goal of 25 percent MWBE participation (Attachment 1, p. 2).

 

It is recommended that the County proceed with all work described in the proposal dated January 11, 2018, and revised October 8, 2018. Funding for the architectural design contract is available in the Administration Building Renovation Capital Project Account.

County Manager’s RecommendationThe County Manager recommends that the Board authorize the execution of the contract amendment with DTW Architects & Planners, Ltd. to provide additional design services for the Durham County Administration Building Renovation project in the amount of $65,000, thus totaling a not to exceed amount of $786,000.
