The Board is requested to adopt this Resolution in support of Single-Stream Funding, the State appropriation for the mental health, intellectual/developmental disabilities, and substance use disorder service needs of uninsured and underinsured North Carolinians. Single-Stream Funding is separate from Medicaid funding and Alliance Health uses these funds to address critical needs for some of the most vulnerable residents of Durham County. Unfortunately, Single-Stream Funding has been cut for four consecutive years. Reducing State funds in this manner contradicts the original intent in creating the public behavioral health managed care system in North Carolina - for LME/MCOs to use savings derived from effective management of the system to build infrastructure to address unmet community needs.
Despite these drastic reductions in Single-Stream Funding, Alliance has continued serving uninsured and underinsured Durham Co. residents using portions of Alliance's savings intended to be utilized for implementing our comprehensive reinvestment plan. While it is Alliance's intent to carry out this reinvestment plan to enhance services in Durham and the other three counties, continued Single-Stream cuts will force them to not only eliminate these community reinvestments but to reduce long-standing services.
