The Board is requested to approve Budget Ordinance Amendment No. 19BCC000049 to appropriate additional permit fee revenue collected in FY2018-19 above the current budget and
to authorize the County Manager to enter into a contract with WK Dickson to provide assistance with Stormwater Utility Planning and Implementation in the amount not to exceed $185,000.00 (See Attachment 1). The BOCC already approved funding of $75,000 in the adoption of the budget on July 1, 2018.

This request follows the update on the status of Durham County's requirements for stormwater under the Falls and Jordan Lake Rules presented at the April 1, 2019 Work Session. Under this contract, WK Dickson, and its subcontractors, will finalize Rules compliance cost estimates, identify rate structure options, develop a utility ordinance, assist County GIS with data compilation, train customer service staff, provide and assist with public outreach and education, and conduct update meetings to the Board when necessary.

WK Dickson completed Phase I of this project in Fall 2018 after responding to a request for qualifications issued in April 2016.

Alignment with Strategic Plan: This project aligns with Goal 4: Environmental Stewardship by creating a funding source for water quality improvement projects across the County.
