The Board is requested to authorize the County Manager to amend the CM@R contract with Skanska Holt Brothers (SHB) to include a contract with Whitlock (W) for the audiovisual system installation at the Durham County Main Library (DCML) building located at 300 N. Roxboro St. Durham, North Carolina in the amount of $671,986.00 (Base Bid plus alternates 1,2,3,4,and 7c), thus increasing the construction expenses to $39,887,605.00, plus previously approved contingencies in the amount of $1,176,469.00 thus totaling a not to exceed budget of $41,064,074.00. Funding for this amendment is available in the Capital Project account.
On June 12, 2017 & December 12, 2017 the BOCC awarded the CMAR GMP Packages 1 & 2 respectively to Skanska Holt Brothers. Typically, the County would bid the AV package but the decision was made to allow the CMAR to bid this package therefore managing this work under their contract for project continuity. The request for proposals (RFP) for the audiovisual system was advertised on February 15, 2019 and a Pre-Bid Conference was on February 19, 2019 at 3:00 P.M. Three (3) responses were received on March 5, 2019. The bids were reviewed along with the scope of work for the installation were evaluated by Skanska Holt Brothers and certified by Vines Architecture. Whitlock was deemed the most qualified firm for the project and submitted the lowest base price for this service in the amount of $627,668.00 (base bid only). Funding for this contract is available in the Capital Project account. (See Attachment 1, Page 1 - 3).
Whitlock will supply audiovisual equipment, audiovisual furniture, labor, installation, materials, programming, testing, training, and follow-up support for the audiovisual system. The building includes numerous conference rooms, a large auditorium, gaming and study spaces that will have various levels of audiovisual and conferencing capabilities to meet the needs of the building occupants and the public.
The Engineering Department has reviewed the bid proposals with the Purchasing Department, Skanska Holt Brothers and Vines Architecture, Inc., and recommends that the CMAR proceed with base bid work plus alternates 1,2,3,4, and 7c and award the contract to Whitlock. Funding for this project is available in the Main Library Capital Project account. The construction of DCML is underway and scheduled to open in 2020. Alignment with Strategic Plan: This aligns with Goal 4 - Environmental Stewardship - through the improvement of the environmental performance of County buildings to reduce energy use and greenhouse gas emissions from the built environment. The relocation of various departments into this facility also addresses Goal 5 by providing more efficient service delivery and better customer service.

County Manager’s Recommendation: The County Manager recommends that the Board authorize the County Manager to amend the contract with Skanska Holt Brothers, for the audiovisual system installation at the Durham County Main Library (DCML) in the amount of $671,986.00 (Base Bid plus alternates 1,2,3,4 and 7c), thus increasing the construction expenses to $39,887,605.00, plus previously approved contingencies in the amount of $1,176,469.00 thus totaling a not to exceed budget of $41,064,074.00
