The Board is requested to authorize the County Manager to enter into a sub-grant agreement between the City of Durham (Grantee) and the County of Durham (Project Sponsor) for the Housing Opportunities for Persons with Aids (HOPWA) Program. Under this federal program, HUD makes grants to local communities, States, and nonprofit organizations for projects that benefit low-income persons living with HIV/AIDS and their families. The Department of Social Services (DSS) is being awarded the HOPWA Program funds from the City of Durham for eligible activities. DSS will provide services as stated in the scope of work. DSS provides administration of the Short-Term Rent, Mortgage, and Utility Assistance (STRMU) under the HOPWA grant. This program assists persons living with AIDS with short term crisis rental assistance, mortgage, or utilities based on eligibility qualifications. The goal is to prevent homelessness through crisis intervention. DSS also supports evaluation for the HOPWA voucher program, Permanent Housing Program, and Supportive Services. DSS is a subrecipient for this grant as the City of Durham applies for the grant from the Department of Housing and Urban Development and contracts with HUD for the funds.

Funding is incorporated in the FY18-19 Budget.
