Contract Amendment to Resurface the Javelin Runway at Durham County Memorial Stadium

The Board is requested to authorize the County Manager to execute a service contract amendment with Beynon Sports Surfaces Inc. in the amount of $48,039.00 to increase the existing service contract for the Track Resurfacing at Durham County Memorial Stadium (RFP 19-019). If approved, the revised contract total for track resurfacing will increase to a total amount of $417,039.00.
During preliminary power washing of the track surfaces as part of the track resurfacing project, Beynon Sport Surfaces performed a courtesy inspection of the javelin runway while they were onsite for the track resurfacing project. Upon inspection of the runway, defects were found in the surface which consisted of areas that were "bubbling" and not properly adhering to the concrete base layer. This is perceived to be caused by moisture permeating through the surface between the concrete and polyurethane layers of the javelin runway. The correction process includes the removal/disposal of the existing surface, treatment of the concrete including the installation of a moisture mitigation system, installation of 13mm of Encapsulated Track Surfacing (same as the stadium track) and striping of the runway. A performance bond (.5%) is also included in the cost to resolve any workmanship/project delivery issues. To ensure a safe and properly functioning javelin runway, resurfacing is the appropriate action for the stadium.
This request is due to the condensed time line for the UST&F event that will be using the javelin runway surface on June 24th, 2019 as part of the Youth Championships.
