The Board is requested to approve the Durham County Board of Elections request to amend a service contract with Nighthawk Security & Consulting, LLC. The contract is required to ensure the Board of Elections has security services for all early voting locations used during the 2020 General Election. The compensation paid to the contractor is requested to be increased by $80,193.40
This amendment request is being made to ensure that all early voting locations in Durham County have unarmed security officers to assist with the following: (1) General site security; (2) Social distancing enforcement; (3) Parking lot management; (4) Incident response and mitigation; and (5) Site Coordinator enforcement support. There is historical precedent for acquiring these services as security has been used since at least 2016 to assist with the aforementioned functions. As a result of the COVID-19 pandemic, it is critical that the Board of Elections have these services available to assist in our requirement to ensure a safe and healthy voting environment.

County Manager’s Recommendation: The County Manager recommends that the Board approve the Board of Elections to enter into a contract amendment, as stipulated herein, with Nighthawk Security and Consulting, LLC to continue providing security services to ensure a safe voting environment during the 2020 General Election Early Voting Period.
