The Board is requested to approve the attached ‘Easement Agreements’ with Duke Energy Carolinas, LLC (DEC) and Dominion Energy for electrical power and natural gas easements respectively within the Durham County Stadium / Duke Regional Hospital tract.  (See Attachment 1 - pages 1 - 6)

 

The agreement addresses electrical power and natural gas easements for new EMS Station #1 currently under construction at 402 Stadium Drive (Exhibit A).  These services for the prior EMS Station #1, which originated from Stadium Drive, were interrupted due to the expansion of the stormwater pond by Duke Regional Hospital as part of the Duke Mental Health Facility construction project, requiring a re-routing of these services to the new EMS station currently under construction. These easement agreements provide for the origination of these services from Olympic Avenue as an alternative route into the facility. 

 

The County Attorney’s Office has reviewed the ‘Easement Agreement’ which is attached for the Board’s reference.

 

Alignment with Strategic Plan: This aligns with Goal 4 - Environmental Stewardship - through the improvement of the environmental performance of County buildings to reduce energy use and greenhouse gas emissions from the built environment.  The project also addresses Goal 5 - Accountable, Efficient and Visionary Government - by providing more efficient service delivery and better customer service.

County Manager’s Recommendation:  The County Manager recommends that the Board approve the attached ‘Easement Agreements’ with Duke Energy Carolinas, LLC (DEC) and Dominion Energy for electrical power and natural gas easements respectively within the Durham County Stadium / Duke Regional Hospital tract.  (See Attachment 1 - pages 1 - 6)
