The Board is requested to grant approval to proceed with the Intent For Bid (IFB) for the Northern Durham Convenience Center Project, which will be supported with limited obligation bonds (LOBs) funding.  This request is only for the approval to proceed with the IFB. Once a contractor has been selected for the project a subsequent agenda item will be submitted to approve the contract award and request the LOBs funding in a CFA.

 

On August 11, 2018, a Request for Qualifications (RFQ No 19-007) for Architectural Services for Upgrades to Northern Durham County Solid Waste Convenience Sites was advertised and HDR Engineering Inc was the selected firm.  A contract with HDR was entered into on October 22, 2018.   On March 19, 2019, an open house was held at the Bahama Ruritan Club to get community feedback on plans for the new center.  In November 2019 the County purchased the property located at 11894 N. Roxboro Road to build the consolidated Convenience Site.  This new facility will consolidate the two existing leased convenience sites, Rougemont and Bahama, into one County-owned property.  The development of this new convenience center will meet the long-term demands of the growing community and provide flexibility for future service changes to the waste and recycling programs. The County also desires to improve safety for residents and staff at the site by providing better separation of public traffic and material storage areas and access routes.  In June 2020, the County amended the contract with HDR to provide bidding assistance and construction phase services for the project.  The estimated construction cost from HDR Engineering and Design is $2,476,733.00.

 

Alignment with Strategic Plan: Durham County Government is responsible for providing solid waste services to unincorporated residents in Durham County which includes curbside recycling, litter control and abatement, and the management of residential convenience sites.  These responsibilities align with Strategic Plan Goal 4 - Environmental Stewardship and Goal 5 - Accountable, Efficient and Visionary Government.
