The Board is requested to approve a Memorandum of Agreement (MOA) between North Carolina State University and Durham County to continue to provide Cooperative Extension services in Durham County.

All 100 NC Counties plus the Cherokee Nation maintain this standard MOA between NC State Extension at NC State University and local counties to provide Cooperative Extension resources and services. The agreement reflects the relationships, responsibilities, and mutual support each party provides to maintain these services. This MOA maintains Durham County's current approach to this relationship centering local responsiveness to community needs and interests, flexibility, and equity.

Cooperative Extension offers significant opportunities to focus on the special challenges, needs, and interests of local residents and county leadership. The programmatic personnel and funding complement and reflect the unique needs of adults and youth in Durham County. The Durham County Extension Advisory Council, community residents, and Durham County Government are consulted on a regular basis to assist in prioritizing educational program content. Program participants include individuals, families, communities, agricultural community, businesses, community organizations, and our local governments.

The MOA Addendum further maintains Durham County's current approach and allows for the greatest flexibility for Durham County to make choices to provide resources to maintain a more equitable employment approach between County and County-State cost share Extension staff. This agreement and addendum honors the longstanding investment Durham County has made in Cooperative Extension.
