The Board is requested to approve additional language added to the interlocal cooperation agreement between the City of Durham and the County of Durham, to support Culture and Arts Recovery Efforts funded by $1,000,000 in American Rescue Plan Act funds. The original interlocal cooperative agreement required a minor change to the project scope.

On November 21, 2022, the Durham City Council approved an initial subgrant award from its SLFRF funding to the Durham Arts Council to support grant programs aimed at bolstering the recovery of organizations, venues, and independent artists operating within Durham's culture and arts sector totaling $1,000,000. On April 7, 2024, the Board of County Commissioners approved $1,000,000 as an interlocal agreement with the City of Durham to expand efforts supporting the culture and arts sector. The agreement allocates $200,000 to support recommendations included in the Durham Cultural Arts Plan update, which the City of Durham and Durham County jointly sponsor. The remaining amount reserved $800,000 to be used to partner with the Durham Arts Council and the Hayti Heritage Center/St. Joseph's Historic Foundation to support the development of minority-owned businesses and organizations operating in the culture and arts sector throughout the Hayti community. The revised agreement changes the focus area to Durham County and the Hayti community.
